Philosophical background of translations
Translation is treated as a philosophical problem primarily by hermeneutics, linguistic philosophy and knowledge theory. Hermeneutics broaches the subject of translation as the experience of distance and being different. Similarly, dealing with over-delivery and tradition, which is so important for this field, often includes the necessity of translation. Various scientists have pointed out that the translator is "only" exposed to his own mental framework, in which he must arrange the product of his translation efforts. Hence, it is just not possible to transfer the text from the source language to the target language. The translator must decide for himself whether he, on the one hand, adapts the text having a necessarily different impact to the target text and tries to conceal its strange peculiarity, or whether he, on the other hand, would like to clone this characteristic uniqueness using the resources of the target language. Both procedures are legitimate. It is not possible to decide which target text is "closer to the original" merely by referring to the basis of the text.
Regarding the fundamental issue of translation capability, it refers to the possibility of "content transfer", as quoted by Quine. He suggests the theory of Indeterminacy of the translation, which means that no objective preference can be determined between multiple options of a given translation. It also implies that a language, in general, can only ever be interpreted in the context of experience.
It is assumed that there is a fundamental possibility of translating from one natural language to another both by the science of translation and translation in practice. This capability of translation is related at least to the propositional content of a statement, if not possibly to every connotative meaning.
